Definitely. Without a doubt that was done with a tablet. Actually, almost all the crazy-good art on DA is done with a tablet. It's a board with a pen that you draw on and it comes up on your computer screen, so you don't need a mouse.
See, if you look closely at that guy's colors--especially how he blends them at the top-left of the tree--it's more a painting than anything else. The tablet pen lets you mimic a paintbrush , so you can make those blending strokes that are pretty much impossible to do with a mouse.
Painting more irl really helped me understand how a tablet works and just how to color in general. It just takes some time, but it reaaaly helps.
